An unnamed veteran arrives by boat in a small town ruled by a corrupt police force. Circumstances compel the police department, led by its top officer, to pursue the veteran into the wilderness outside of town. Armed only with a knife and items he discovers in abandoned buildings, he employs his special forces training to overcome the well-armed but undisciplined cops who are searching for him.
