The wicked Gen. Rancor has his sights set on world domination, and only one person can prevent him: Dick Steele, also called Agent WD-40. Rancor needs to get some type of computer circuit to its missile that he is intending to fire, therefore Steele teams up using Veronique Ukrinsky. Together they try to find the mastermind's headquarters, by which Veronique's daddy and lots of other hostages are being held.
